Handing off more than the bank password

Treasurer succession means transferring account access, the habit of producing regular financial reports, and records of contracts and reserves, not just a bank login. Who has authority to appoint a replacement treasurer is a bylaws question first: Robert's Rules only fills the silence, and its default is that whichever body elected the treasurer fills the vacancy.

The job is bigger than the bank login

A treasurer's job is custody of the association's money, but Robert's Rules describes the office as more than holding funds. The treasurer also owes the membership a recurring account of where the money went.

A handoff that transfers the bank login and stops there leaves the incoming treasurer to reconstruct the reporting habit and the report format from scratch, at the same time they are learning the account itself. Treat the reporting cadence, and copies of the last few reports, as part of what gets handed over, alongside the association's contract register and reserve-study history if the treasurer has kept them.

Who fills the seat is a bylaws question first

When a treasurer leaves mid term, the board's instinct is often to just appoint a replacement at the next meeting. Whether the board actually has that authority depends on the bylaws, not on habit. Robert's Rules treats filling an officer vacancy as belonging to whichever body originally elected that officer, board or membership, unless the bylaws give the board full authority to act on the association's affairs between meetings.

Whether your board has that authority, and whether an appointed treasurer serves until the next election or only for the rest of the original term, is set by your own bylaws. What the incoming treasurer actually needs

Bank access is the easy part. A complete handoff also includes the annual and any quarterly financial reports for at least the last year, so the new treasurer can see the format and the numbers side by side, a walkthrough of open contracts and their payment terms, and the reasoning behind recent financial decisions, which the minutes will not contain.

Robert's Rules is explicit that minutes record what was done, not what was said or why. If the board changed banks or renegotiated a contract last year, that reasoning belongs in a decision log, not the minute book, or it disappears with whoever remembers it.

A new treasurer is not expected to master the budget, the reserve study, and every contract in the first week. Trade-body guidance for incoming board members is to lean on continuing board members, the management company, and the association's accountant while getting oriented, rather than trying to absorb everything alone.
