Building-envelope failures
Most leaks do not come from bad materials. They come from the seams.
The building envelope, also called the building enclosure, separates a structure's conditioned interior from the outside: walls, windows, roofing, and the flashing and joints between them. Most envelope failures do not trace to bad materials. Practitioners report that roughly 90 percent of water intrusion problems occur within just 1 percent of a building's exterior surface, concentrated at joints and terminations.
What counts as the building envelope
The envelope is everything standing between the inside of a unit and the weather outside it: exterior walls, windows, doors, roofing, and the sealants and flashing that tie those pieces together. A named IIBEC leader, drawing on building scientist Joseph Lstiburek, describes it as the system that provides environmental separation between conditioned space and the exterior.

That same source treats the words envelope and enclosure as interchangeable in practice, so a lesson on one term applies equally to the other. If your governing documents use one word and a contractor's report uses the other, they are almost certainly describing the same system.
Why failures cluster at the seams
A wall panel or a roof membrane, on its own, rarely fails. The failure point is almost always where two components meet: a window frame against a wall, a roof edge against a parapet, a deck ledger against siding. A widely cited practitioner estimate puts a number on this pattern.

This is a widely repeated practitioner estimate, not a measured statistic from a standards body. It still points a board's limited inspection budget in the right direction: check the terminations first, not the field materials.
How an investigator finds the source
Tracing an envelope leak to its actual origin, rather than guessing from where water shows up inside, is what an expert investigation is for. ASTM's standard guide for evaluating water leakage in exterior walls treats the wall as one system and covers the full range of methods for finding the cause. That guide is explicit that the work may require cutting into the wall.
"Investigative techniques discussed may be intrusive, disruptive, or destructive. It is the responsibility of the investigator to establish the limitations of use, to anticipate and advise of the destructive nature of some procedures, and to plan for patching and selective reconstruction as necessary."

If your board is weighing whether to authorize a cut into a wall or ceiling to find a leak, read destructive testing before you decide.
Design flaw, workmanship flaw, or both
An envelope failure is not automatically the contractor's fault. Forensic practice separates a design error, a problem in the drawings themselves, from a workmanship error, a problem in how correctly drawn work was actually built.
Real failures often combine both. A forensic account of a failed condominium roof found problems in the design of both the roof and the building envelope, made worse by the contractor's execution.

Whether your state's construction defect law lists envelope or water intrusion failures as a specific standard, the way California does, or leaves it to general negligence and warranty law, varies by state. Which building code edition governs your envelope's design also depends on when the building was built and what your local jurisdiction had adopted.
