Engineer vs architect vs contractor

Know which license lets which professional touch your building's structural repair, before anyone signs a contract.

A licensed engineer analyzes structural safety and can seal plans for load-bearing repairs. A licensed architect designs buildings for human use and can also inspect the job site and administer the construction contract. A contractor builds from sealed plans but generally cannot originate structural designs beyond small dwellings. Exact licensing thresholds vary by state.

What each license actually protects

A board hiring for a repair project is not choosing between three interchangeable options. Each license authorizes something specific, and mixing them up can leave a repair unpermitted or unenforceable.

A Professional Engineer, or PE, is trained and examined to apply engineering science to work that safeguards life, health, or property. That license exists for public protection, not just technical credentialing.

An architect's license is what legally permits someone to offer architectural services at all. Florida defines architecture broadly enough to include job-site inspection and administering a construction contract, not only producing drawings.

A contractor is defined by the act of undertaking construction or repair work for compensation. A general contractor's work is unrestricted by type, but that breadth covers building the work, not necessarily designing it.

Who can sign off on structural plans

A contractor can build from an engineer's or architect's plans. A contractor generally cannot draw those plans in the first place, at least not for structural work.

Under Florida law, a contractor may submit permit-ready structural plans without an engineer's or architect's seal only for small dwellings under 1,200 square feet. Anything larger, or more structurally complex, needs a sealed design professional's plans. Other states draw this line differently. Check your own state's contractor licensing board before assuming the same threshold applies.

Not every repair needs a permit or a sealed design at all. Ordinary repairs are generally exempt from a building permit, but that exemption stops at anything cutting into a load-bearing wall, a structural beam, or a required exit.

Matching the professional to the job

Think about what the project actually needs, not just which professional is available first.

If the question is whether a crack or a deflection is structural, that is engineering work. Florida defines engineering around applying technical training to work that safeguards life, health, or property, which is exactly what a Phase One or Phase Two milestone finding calls for.

If the question is how a renovation should look and function, and whether the finished work matches the design, that is squarely inside architecture. Florida's definition explicitly includes job-site inspection and administering the construction contract, so an architect hired only to draw plans can also be the one checking that construction follows them.

"'Architecture' means the rendering or offering to render services in connection with the design and construction of a structure or group of structures which have as their principal purpose human habitation or use...These services include planning, providing preliminary study designs, drawings and specifications, job-site inspection, and administration of construction contracts."

Once the design is sealed and the scope is defined, building it is the contractor's job. Bring the contractor in to price and execute the work the engineer or architect specified, not to decide what that work should be. Exactly which projects require an engineer versus an architect, and which contractor license classes may perform which work, is set by each state's own licensing board.
