HOA pools sit under three separate rulebooks: a water chemistry standard (often based on PHTA/ANSI-APSP-11), a pool barrier and fencing code (often based on the ISPSC), and the National Electrical Code's GFCI requirement for equipment circuits. None of these numbers are set by your board. Confirm the versions your jurisdiction has adopted before publishing a pool maintenance schedule.
Water chemistry: what to test, and who sets the limit
Every pool needs a chemical balance that keeps water clear and swimmers safe. Industry water quality guidance built on the PHTA/ANSI-APSP-11 standard calls for a minimum free chlorine residual of 1.0 ppm at all times, with an operating target of roughly 1.0 to 3.0 ppm for a residential or association pool, a pH range of 7.2 to 7.8, and a combined chlorine ceiling of 0.4 ppm.
Many states and local health departments set their own numeric limits for community association pools, and those limits can be stricter than the industry range. Ask your pool operator which numbers your county health department actually enforces, and log every test result the same way you log any other maintenance task, so a missed reading shows up before a swimmer finds it.
Barriers and gates keep unsupervised access out
A fence or wall around the pool is the single most effective way to keep an unsupervised child from wandering in. Model pool codes based on the International Swimming Pool and Spa Code commonly call for a barrier at least 48 inches above grade, no more than a 2 inch gap to grade on non-solid surfaces, a self-closing and self-latching gate that swings away from the pool, and no opening large enough to pass a 4 inch sphere.
Jurisdictions frequently amend these figures, so confirm the exact height, gap, and latch requirements against your locally adopted pool code before citing a number to an owner. A gate propped open with a chair, or a latch mounted low enough for a toddler to reach, defeats the barrier even when the fence itself meets code.
Electrical safety near the pool is federal code, not a board choice
Electrical work near a pool falls under the National Electrical Code, not board discretion. NFPA 70, Article 680, requires ground-fault circuit interrupter (GFCI) protection, a device that cuts power the instant it senses current leaking where it shouldn't, on pool equipment circuits.

Confirm the NEC edition your jurisdiction has adopted, and any local amendments, with a licensed electrician before assuming a specific outlet is covered. Never let a vendor install or repair pool-area wiring without a permit; a shortcut here is the kind of deferred maintenance that turns into a shock hazard, not just a fine.
