Drainage

Where your property's water goes when it rains, and what happens when the plan fails.

Drainage is the system, grading, catch basins, ponds, and downspouts, that carries rainwater away from your buildings and pavement. When it fails, water does not disappear; it collects behind retaining walls, seeps into wall cavities, and pools where it was never designed to sit. Associations that own drainage structures have a real, documented maintenance duty.

What drainage actually covers

Drainage is not just the storm drain at the edge of the parking lot. It includes the site grading that carries water away from foundations, catch basins and storm drains, any detention or retention pond the association owns, and the downspouts and gutters (see gutters) that carry roof water to the ground. If your association owns a pond or detention basin, EPA's guidance expects a documented plan, not an as-needed response.

EPA describes an operation and maintenance plan that names who is responsible, sets maintenance schedules, defines inspection requirements and their frequency, and identifies a funding source. That is a workable checklist for a board putting a drainage plan on paper for the first time.

Why poor drainage becomes a structural problem

Standing or misdirected water rarely stays cosmetic for long. Behind a retaining wall (see retaining walls), water that cannot drain builds up hydrostatic pressure, and bulging or bowing in the wall face signals that pressure is already at work. Differential settlement, where one section sinks more than its neighbors, is a serious risk indicator and a reason to call a structural or geotechnical engineer, not a landscaper.

Barrier-type EIFS, a synthetic stucco system, is the clearest example: it does not let water that gets in escape the way traditional stucco does, so a wall can look flawless from the ground while water is already rotting the framing behind it (see siding).

Whose job is it, and is your pond a dam?

A detention or retention pond the association owns is, in most cases, the association's maintenance responsibility, unless a specific agreement assigns it to a municipality. Some ponds and detention structures also meet a state's legal definition of a regulated dam, with its own inspection schedule set by hazard classification; whether yours qualifies depends on its height and storage volume under your state's rules. The only way to know is to call your state's dam safety office (see ponds). Do not assume a pond is just landscaping because the board has always treated it that way.
