Inspection programs
The recurring schedule that catches problems while they're still small.
An inspection program is a written, recurring schedule of checks, from a quick visual walk-through to a licensed professional's in-depth evaluation, that catches problems while they are still cheap and safe to fix. Fire systems, elevators, roofs, and structural components each follow their own cycle, and a reserve study does not replace this schedule.
Inspection programs are tiers, not one yearly check
An inspection program is the schedule that turns "we should check that sometime" into an actual, tracked event. Skipping it does not just risk a surprise repair bill. APPA, a facilities-management trade group, links deferred upkeep to "possible fiscal instability" and lost use of the property, not just a bigger invoice later.
Most systems that get inspected use tiers. A board member can usually do the routine visual pass. A licensed technician runs the deeper functional test. Only a licensed professional performs the comprehensive audit. Fire sprinkler systems illustrate the pattern: weekly control valve checks, monthly gauge readings, quarterly waterflow alarm tests, an annual full inspection, and a five year internal exam. Fire alarm systems follow a similar shape, and elevators split into an annual "CAT 1" test and a deeper test every five years.

The exact intervals behind each of these standards depend on which code edition your jurisdiction has adopted. Confirm the current schedule with a licensed fire protection, fire alarm, or elevator contractor before publishing it as policy.
Some components legally require a licensed inspector
A handful of components cannot be checked off by a board member walking the property. California requires condominium associations to have a licensed professional inspect load-bearing balconies, decks, and walkways, what the statute calls an exterior elevated element.
Exterior elevated elements must be inspected "at least once every nine years" by "a licensed structural or civil engineer or architect."

Most states have no equivalent statute yet. Check whether your state has adopted a comparable balcony or deck inspection law before assuming this applies.
Even without a statute, some materials hide damage from a visual check. Barrier style synthetic stucco (EIFS) traps water that gets past its outer coat instead of letting it drain, so manufacturers recommend inspecting it annually even when the wall looks fine from the ground.
Retaining walls send their own warning signs. A wall that has settled evenly across its length is usually low risk. A wall where one section has dropped relative to its neighbors, called differential settlement, is a serious indicator and the trigger to call a structural or geotechnical engineer, not something for the board to diagnose on its own.
A reserve study is not your inspection checklist
It's tempting to treat the reserve study as the association's master maintenance list. It isn't. A reserve study only includes a component if it clears four tests: the association is financially responsible for it, it has a limited useful life, that remaining life is predictable, and its cost clears the threshold the association set.
A component the association must maintain, something with no predictable end of life, for example, can legitimately be missing from the reserve study and still be a real maintenance obligation. The reserve study's condition assessment also only happens on the study's own cycle. It is not a substitute for the inspection program that catches problems between studies.
