Irrigation

The sprinkler system needs a maintenance plan, not a "call someone when it floods" policy.

Irrigation maintenance means routine checks of controllers, valves, sprinkler heads, and the backflow preventer that protects the potable water supply, not just calling a contractor when a zone floods or a lawn dies. Replacing a clock-based controller with a weather-based or soil-moisture model cuts water waste, and backflow preventers need testing at least annually.

What counts as irrigation maintenance

The irrigation system is more than the heads sticking out of the lawn. It typically includes a controller (the timer box that decides when and how long each zone runs), buried valves for each zone, the heads or drip lines themselves, and a backflow preventer wherever the system ties into the potable water supply.

That backflow preventer is not optional maintenance. Model plumbing codes require it to be tested at installation, immediately after any repair or relocation, and at least annually after that, though the exact interval and enforcement mechanism depend on the plumbing code your city or county has adopted. In the absence of a local rule saying otherwise, responsibility for scheduling that test falls on the property owner, which for common-area irrigation means the association. The controller decision

Most irrigation systems still run on a clock: same schedule every day, rain or not. The EPA's WaterSense program describes two upgrades that change that. A weather-based controller adjusts the watering schedule to actual local conditions. A soil-moisture controller skips a cycle when the ground already has enough water. EPA reports that replacing a standard clock-based controller with a WaterSense labeled model can save an average home water use on the order of thousands of gallons a year.

For an association running dozens of zones across common areas, that difference shows up in the water bill long before it ever becomes a capital expense line.

Covenants, not just plumbing

Irrigation decisions run into landscaping rules fast. An owner who wants to swap thirsty turf for drought-tolerant planting, or ask the board to cut back common-area watering, is really asking whether the covenant allows it. EPA specifically recommends that associations review their landscaping covenants so owners have room to choose water-conscious landscaping, rather than a compliance letter being the board's first response to a change.
